DOWNTOWN CORE AREA PLAN

The City of Victoria’s Downtown Core Area Plan (DCAP) will guide development in the downtown area over the next 30 years, helping to ensure that downtown remains the heart of the region.

The plan lays out a vision to encourage and foster the development of an attractive, vibrant, pedestrian-friendly and economically resilient downtown area. Council and staff will look to the 30 year plan as a guide for growth and development for the years ahead.

Related to this is Victoria’s Official Community Plan (OCP). This 30-year plan focuses on vibrant, walkable villages and town centres while maintaining the downtown core as the heart of the region. It introduces a new approach to land-use management by recognizing the unique neighbourhood character and sense of place of different parts of the city, and emphasizes sustainable transportation such as walking, cycling, and transit.

OLD TOWN DESIGN GUIDELINES

Victoria’s Old Town is one of the largest historic area in British Columbia. The updated Old Town Design Guidelines support the City’s review of development permits and heritage alteration permits related to the form and character of buildings such as building scale, massing, height, orientation and detailing.  The design guidelines do not alter or affect existing zoning and development regulations such as building height, density, setbacks or off-street parking requirements.
